It's the fast strumming at 2:40. From what I've heard, you have to be crazy precise not just with your strumming, but also your fretting. 22 notes per second at 60 FPS leaves very little room for error.

it is. The 60 FPS makes it not viable to rake strum, and it's very difficult to standard strum fast enough to do it; not to mention that the fretting is also really easy to mess up

There's a handful of other people with the FGFC. OddballzFrank was the first person to FSFC, but that was before WoR came out. Supermarble94 was the first person to FSFC including WoR. Kramral, Megapeng, and PrestonxPunk all have done it too. GHAddict has basically done it, but he forgot to do Pandora's Box on GHA because the unlock-all cheat doesn't unlock that song for some reason. These are all that I know of, but I'm sure I'm missing one or two.
