Running up to someone like that suggests they recognize humans are sources of food and care and have been socialized at least to some extent. And even if mama is around, after a certain points, cats aren't particularly attached to their kittens and kittens don't tend to survive well in the wild. Modern cats are domesticated animals and are meant to be pets. Feral kittens tend to suffer illnesses or get killed by predators or cars. Not to mention if they aren't spayed or neutered, they'll make more kittens. Rescuing them if they best thing, especially in a situation like this where they're clearly seeking people out and already look like they're not doing well.
