I accidentally missed Rock Barrage by putting it into the Gold folder, but it would go in the Good tier because of its use with Frenzied Dao to thin the deck and potentially play for 8 damage. Obviously, it's not played outside that.

WIth Fortune Teller it's not just Madoc or Highland Warlord. It's also teleportation targets, Sir Scratch-A-Lot or Angus all are as good as locked when they're doomed. Giving veil is very useful against statuses applied mutliple times (poison, bleeding, infusions) and it can be granted to defender. Plus both doomed and veil can target any unit, which is occasionally useful.

The thing with fortune teller is that she is essentially a worse squirrel and a worse pellar at the same time. If you want to counter opponents graveyard, banish is better than doomed, particularly cause it works with all the echo specials. If you want to counter statuses, purify is better than veil since most common status is a lock and there is no use veiling a locked unit. Teller is better in a sense that she can do both, but usually you still just go for squirrel/pellar respectively

I think that's the biggest issue with Fortune Teller. On paper she can be a worse substitute for a Pellar and Squirrel, but 4p slots aren't really that contested in most decks so saving a slot isn't that useful. Having the Pellar/Squirrel is better since you just redraw the 4ps you don't want in the matchup anyway.

It feel like You marked many cards too high. I would say only few bombs are good tier, and half of weak tier is really bad tier, and the Kellthulis specials are meme despite being in this one deck.

I think we have different definitions for the tiers. I'm ranking them how they're used in the decks they go in, not in a vacuum so cards that get used in playable decks can't go into meme. The bombs aren't great on their own, but in Madoc Bomb decks they are pretty good because of the extra value and you wanting to play them. For the weak cards, a buff to most of them would make them playable in my opinion which is what the tier is for.
