Excuse me sir, Why they install damper near insolator not a middle of both tower ?

I believe I can answer that! Dampers are placement sensitive. For them to be most effective they can not be installed on a node. Installing them closer to the tower insures that the damper won't be on a node of the cable while it is vibrating. If you were to place the damper in the middle of the span, you risk placing it on a node of a given frequency.
