90 days time limit is to submit your application. Once approved you can go for interview

If both the employers are totally unrelated and you do have a valid job offer then it’s legal.

USCIS smells fraud. If the companies are related then there are high chances of rejections.

Most likely employee won’t get a mail. The employer will inform and then the employer also gets the receipt number which they can share with the employee to track the progress of the case.
