Thanks for reply. I analyzed it again and found that the tantalum capacitor C28 was shorted. The integrated U5 is fine. Replace it with a common electrolytic capacitor and the multimeter turned on normally. However, the measures are bad, they are out of balance.@@wilsonluilui

it so sorry sir,i TEST my ht116 it can read out of 1 Ohm ,and 0.5 Ohm(but it show 0.6 Ohm it UNDER the SPEC of ±1%+5 ),but if the resistor is 0.4 ohm it will show to zero ohm just mean that cannot read out UNDER 0.4 ohm ,your 0.22 ohmes cannot measure(TEST Temperature is about 27.3 degree C .

and if you want to measure Low Ohm resistor ,you must buy A Low Ohm resistor tester or A Low price battery tester also can TEST A basic Low ohmes.because in normal MULTIMETER it min Low range is only one OHM if UNDER one ohm normal the reading is not accuracy,Thx for watching.
