The later is coming along, building a kart is more work than it might first appear. There is a trick to installing tires using zip ties which makes it easier.

The outside dimensions, the front rails are 17" wide, 17.5" wide at the front axle, 20" at the seat, and 20.5" at the rear. Each rail is 96" with a 1" extension
