Sugarcane is a perennial crop, for a correct comparison of water consumption Cotton + Wheat water requirements must be added together to match the crop duration of sugarcane. Otherwise you are comparing an annual crop with a seasonal crop, and in terms of input requirements, the seasonal crop will obviously have lower requirements.
