Fl, amongst other states (a good handful of them) dont care aslong as you have insurance! 1 thing FL doesn't do is give an illegal alien a drivers license unlike some states.. 1 would think they would thus making it easier to track and ID but nope. Also at 1 point in FL time/history counties such broward, duval and some others did "smog" like Commifornia, but it was phased out. Also like other states, if was "homebuilt in your garage" and needed a "VIN" they would assign 1..Many states do it all the time!

You don't have any defects? We'll you'll have to prove that with a minimum $150 roadworthy check and $50 more (where I live, might be more or less in other states) as a fee for the state authority to inspect it.

Carb referee told me over the phone that my swap could never pass smog without my engine and transmission having matching serial numbers; it did not matter that it was literally the same exact transmission if they are not numbers matching it will not pass... so any crate engine, you're screwed. The rules they have in place serve the sole purpose of making things more difficult or near impossible for someone to make their car pass. In that sense it has less to do with clean air and more to do with California's insatiable thirst to micro manage its citizens and pick their pockets clean.

The model of tranny has to be paired with the motor from the factory, at least for newer swaps, but it might be that it could come from a different source. You might check with a different ref. Their opinions on things vary somewhat. Another might feel that the tranny, although needing to originally come with the motor, could come from another source.

One of the reasons I love coming back to Texas from Los Angeles.... Smog here only cares what's coming out of the tailpipe, which IMO is as it should be. Is the car putting out the legal amount of emissions regardless of upgrades? Great!! Go have fun! It seems California just wants more money by forcing manufacturers to have CARB stickers and go through their process, especially since many mods don't affect the emissions output beyond legal standards.

Matt, CARB swaps can be intimidating. I am in the process of swapping a LS3 into a 96 e36 M3 . The rules are different for 95 Vs 96 . (EROD all the way for 95) The e36 with a V8 is such a great platform and yes it needs to be CARB legal to enjoy it in our state. Lots of homework required to plan , build and pass.

For the last 25 years my Fun car's have been V8 Mustangs. a 92 CHP LX, 04 GT and an 06 GT which I still currently have. Earlier this year I was able to buy a 92 Miata that was backed into and the insurance company totaled it out. I have never owned a 4 cyl car before or a convertible either. This little Miata, I just absolutely love this thing. I am loving this top down thing as well, California weather I'm sure helps as well. This thing could use a bit more power but it really is not about the power to still have a bunch of fun in. I am starting to get it a little bit about what the Miata is about. But, I love V8:s, Manual Transmission's and Torque that is a lot further down the curve than 6,000 rpm's! But, WOW, what a Monster it could be! Every time I am under the hood I find myself thinking that you could stuff a V8 under the hood of this thing. Now I know what it looks like. Thank You Matt and now I head to "The Smoking Tire" Live which I see to my right on the screen!

I agree. Some of that stuff some people do basically ruin a car. To each their own but it doesn't stop me from disapproving of it and it's not original so it isn't worth to car enthusiasts that are purists and the average car buyer and super excessive mods means even though there is aftermarket support for this stuff your not gonna just pop in to your local Auto zone or Advanced Auto to buy a engine mount that they can't sell as ya have to have a custom mount made for the big engine swap ya just did to your Rx7 as an example. The more extremely modified cars get the more random custom parts the less convenient it is to replace something in a pinch.

CARB also enforces all the little rules that they made that have nothing to do with clean air. Your car can have an LS motor that is way cleaner than the engine that came out and still fail because your catalytic converter is too far back from the exhaust port. (as mentioned in the video)

CARB does NOTHING for the environment when it comes to tormenting enthusiasts, I know several people who gave up and just bought new Mustangs and Camaros instead of keeping their harmless 20 year old car on the road

I know a few people who go under the radar with built cars and last year during covid they brought some of the cars to get smog results for fun. Ignoring the visual they were well within spec, it's literally another way for the state of California to control the populous. Hell, even good luck getting a part carb approved if you are a small shop.

@Steven oh yeah it was totally an improvement since those times, but much of that has to do with freight/industry and poorly maintained cars as a whole. Now I can pass a sniffer test with flying colors but still can't "smog" my car because of tubes, stickers, and ECU ROM changes. With the sniffer test I was able to pass smog legitimately making 2.5x factory HP, but now no one wants to touch it since they changed to the meaningless "is it stock?" check

The other 49 states don't "follow" CARB standards. Saying "if it's legal in California it's legal everywhere else in the US" is true, but that is ONLY because very few other states have regulations anywhere near what California does. Many states, including my own, abandoned vehicle emissions testing years ago after realizing less than .5% of all vehicles failed - it was a giant waste of money & resources. Given California's enormous population and the smog problems that cropped up in the '70s & '80s it's understandable what they've done. But most of the US does not have that problem.

Performance Technic is a great shop with a tremendous reputation for track builds, street builds, and maintenance on any kind of M car. They performed a PPI on an E90 I bought that was located near them (I was out of state) After they gave it a thorough look I completed the deal on the car sight unseen. That was over four years ago.

In Europe BMW first introduced the E36 M3 with a 3.0 litre inline 6 rated at 286hp, later E36 M3 models, (from 1996 and up if I'm correct), had a 3.2 litre with 320hp, however the gearboxes are not considered to be up to BMW standards once you compare them to the E30 and E46.

I am pretty certain you cant pass inspection in NY with any motor swapped OBD2 vehicle unless the motor was also offered that year in the same car, even if its CARB certified.

There's no reason that the hobby needs the ability to remove emissions equipment on road cars. It's already illegal people are just doing it anyway. So cracking down on the parts themselves is basically the only way to enforce. If you have a legitimate race car you will definitely still be able to get the parts you need. You're just going to have to do more to prove it and might have to do more fabrication or have more fab work done which shouldn't be a big problem if you're already committing to building a racecar.

Cops can also require you to submit a fuel sample on a diesel vehicle in some states. Pretty sure Georgia is one of them.

Honestly I like this approach better, cars without cats push out around 50+ times more emissions than cars with cats, and you're still able to make these custom cars, and clean ones at that.

I know in the evo community, they cracked down on some goof balls doing this. Would change registration address to one of those counties, somebody said he registered like 50 cars. State finally caught up and reffed all cars, and the guy had cops after him

I still have to pay my annual extorsion fee, just don't have to visit a SMOG place every other year. @I T I know the person who lives at the address I use, and I only have my personal cars registered there (not 50 of them). I regularly visit them so I'm not worried about enforcement. Same thing happens when people start Delaware or Nevada based businesses to avoid taxes, even though they don't live in DE or NV.

Ca only really care about smog if you have a V8 from 2010 Camaro and put it into a Miata you can as long as all the smog equipment goes into the swap aftermarket goodies do need to be c.a.r.b. legal but swaps their pretty chill about it

I personally had a 1994 Acura Integra with a h22 in it,every emissions was hard to get got the C.A.R.B in San Diego about 8 years ago, I look for any swapped car that has the C.A.R.B tags that's very rare that it is actually hard to get the C.A.R.B in the state of CALIFORNIA

E-Rod is pre-OBDII. I built the only other CARB legal LS Miata and it’s ‘04. It’s actually the only CARB legal V8 OBDII Miata in existence. All of the others are ‘95 or older.

My engine swaps include a 74 Mercury Capri...350 Chevy engine. 76 Days in pickup...350 Chevy engine. 74 Ford F100....455 Buick engine. 2 V-8 Vegas....350 and 327 engines. 85 Ford F150....500 Cadillac engine. 67 Mustang fastback....455 Buick engine. I'm 62 years old now but these vehicles were fun to build and drive.

Very nice I am a BMW specialist I also happen to work in emissions and in 2019 I spent the entire Summer with the California Air Resource Board. Modifying your car in California is a clever ordeal you can't just cut off the exhaust put in more fuel and say done. Using BMWs as a direct example if you put in higher lift camshaft you have to adjust the lobe separation angles at lower idle(vanos) so they have less cylinder pressure to create less nox.

i am finishing my 2.2 ecotec 217 hp into my 1974 alfa romeo spider.( no smog needed on this car ). . the conversion will pass carb...my neighbour works for the state.. at local carb office... my car will run a cat and a few other things.. he thinks its a great build more power.. less emissions

This made it way more complicated than it needed to be. The CA engine/donor car has to be newer than the swap car, /ALL/ even tangentially related emissions equipment has to be carried over. That's it, it's not some magic trick. You go to a ref after, they make sure it's functionally now the donor car, and you get a sticker. The actual mess is when you get into gray market cars, not normal swaps.

True. That's the formula. You'll run into issues like making the PCM happy, getting an invoice from a dealer stating the PCM has the latest flash, or finding EO numbered parts, but everything can be sorted out. It's not rocket science. Any self-respecting gear head should be able to do it.

All I know is I saw first hand an E36 M3 that had been gutted down to around 2,700 lbs and had another M3 engine running 300hp + with a good suspension setup running faster lap times at Roebling Road Raceway than a 2019 C7 Z06 with aero 1 kit. Both are in advanced driving group and on track at same time. I was hanging out with the Z06 driver and he said the Z06 was faster on straight but that BMW was faster everywhere else. I learned HP is fun but a good setup light car on road courses can go fast.

What are the laws in California for a engine that came out of a totaled car? I have a stock L15b7T engine from a Civic Si that was deemed total loss, does that affect the process of getting the engine inspected? Intake and catalytic converter are brand new car only had 8000 miles 2020 model.
