The budget was very low for this movie because the company was struggling financially for about a decade and a half after the death of Walt Disney. So they cut back quality on almost all aspects of this film, which is not only evident audibly but visually since they recycled and reskinned alot of older character animation from previous films that can clearly be noticed.
