Nice video! Sorry to bother, but I am just beginning my training in Hakkoryu and I was under the impression that only shihan could wear hakama in Japan. but in this video there are a lot of black belts using them. Can you please explain why that is?

In hombu dojo Japan only shihan can wear hakama. In other dojo the leading shihan can decide if yudansha may wear hakama. For shihan blue hakama, for yudansha black hakama. A long time ago was kaiden shihan brown hakama.
