Civil Protection radio chatter with a different background ambience, as if an officer is standing by at a monitoring station. I've also added more lines and tried to make it more lore friendly, i.e. unit names and radio sounds.

He'll probably be remembering it for the rest of his life. And his shift wasn't even over yet.

Not really, no. The Overwatch dispatch voice basically threatens CP units who either prematurely terminate missions or refuse to do orders will either be given a "off-world service assignment" (it isn't really sure if this really is a threat to be put in a much more dangerous role than what the CP units are in, or if it's just a term for execution or being forced to become an Overwatch Soldier.), or be turned into Stalkers.

I want a game depicting civil protection more thoroughly, blue shift 2. They might be the baddies but i dont think they are totally bad guys. Seems like the low level pure humans are just trying to keep their families together and fed at all costs, but every day they become colder and crueler. Would be cool to have a similar game to half life alyx, but you play as barney in his first weeks enrolled in training, and time on the force before gorden arrives, being forced to give "verdicts" to keep his cover, and keep up his "beating quota", all while surcomventing the combine at every opportunity. Maybe more sleight of hand, and stealth in plain sight based, with many opportunities for combat clearing out necrotics, as well as civilians. Killing necrotics with your team would lend itself well as opportunities to see the human side of your squad mates and their inhuman sides as well, not from the combine but how they change after experiencing their various assignments. So for example you might be in a fire fight against civilians with your team behind you, you cant expose you true motivs in front of your team, but you also need to preserve the lives of the people who are currently shooting at you. Most of those problems should be solved by the player in real time, with help from Dr. Kleiner talking in your ear A mix or Half Life, LA Noire, and the movie All Quiet on the Western Front.

@@JT-bc5cd I'm just saying they're human still, for now. most people choose safety over freedom, which has been thoroughly crushed in the half-life world at least on the surface level. There's a good book called "Ordinary Men"(?)...which has disappeared from my bookshelf...about a German reserve police battalion in Poland, all the officers are pretty much late 30s and older, not of the political cast nor are any of them early members of the nazi party, however they go on to get their hands pretty dirty throughout the course of the war. Rounding people up, being on guard aboard the trains, shooting runners, etc. I just think it would be interesting to see how the combine's rule turns men into monsters, first emotionally then physically/literally. You give to the player, characters that are likeable then alienate the player from them through the characters actions, especially depending on how willing they are to do those actions, some people like the power.

Neither of these mods really depict you doing any normal metrocop duties, arresting ordinary citizens, patrolling city streets, raiding unarmed 'anti-citizens'. Other than Half Life 2 serious roleplay, Entropy Zero (1 and especially 2) is as close as you'll get to it.

@@lowpolyfruit They're portrayed as bad guys, and ultimately do the bidding of a evil power - if you wish to call it that. The web of intrigue in Half-Life 2 has a fair chunk of greyscale to the morality of the human actors in the world. The power structure is such that it's naturally encouraged to join the Civil Protection for its benefits, but once in you're subject to its inner oppressive hierarchies, with its promises for rewards but also dire threats for malcompliance or acting as an individual. It's easy to imagine a lot of the Civil Protection members were coerced into joining to avoid family separation, or for any hope of social upper mobility. Not unlike how other oppressive regimes, like that in former DDR, enforced a number of creative techniques to recruit citizens to do their bidding, or ultimately recruit people to Stasi.

Less collusion, more isolation increases compliance with Overwatch CP. Think Stanford prison experiment except the warden is female and all gaurds are male and have increasingly dangerous levels of fatigue and isolation. They are significantly more likely to both: accept rank privilages via promotion, and follow through on missions and verdicts. Considering how most combine seen are in some form biologically moved but synthetically controlled. This could be the attempted method by which humanity is being trained/reprogrammed by the combine for inclusion into the CMB. For all we know, the concept of the CMB is just a shell of an operation to make the Black Mesa rebels believe they're more capable of resistence than they actually are in the long term, making them more likely to use and thus allow the "CMB" to capture their localized portal technology. Of which would likely be the final test of viability for transhuman forces within the wider "CMB".

@@recursor9469 the officer did hesitate, it wasn’t a suspect he killed but a witness. The previous suspect was armed and fired at the officer first, so he’d feel justified shooting them. The Combine wouldn’t really care about some vagrants hiding in the storm system, hence the sterilise witnesses order. Otherwise the metro cops would have orders to apprehend everyone. Edit: the officer had just shot an armed suspect, when he’s told to sterilise witnesses he’s pretty much thinking “I’ve done my bit, the others will take care of the rest.” Unfortunately, he discovers an unarmed person hiding and tries to take them alive, but the Overwatch tells him to shoot them. Knowing his family will be relocated or suffer a terrible fate, he takes the shot.

For everyone talking about the Terminal Verdict, I doubt that means something like Amputate. I may be wrong though, because I believe Terminal Verdict means like whacking them several times with the stunstick to knock them out and get them into a holding cell.

The medical 'newspeak' terms used by Overwatch can be kind of confusing at times. Amputate does mean execute, but Terminal Verdict could mean a similar thing. (The key word being terminal). It could differ from one saying "Final Verdict Administered" which may just mean a beating or arrest. Civil Protection is given a lot of autonomy in administering judgement. As long as they follow Overwatch's order to the letter, they can dish out any Verdict they'd like.

They COULD use synths from another world, they COULD use human-derived anything like the soldiers are, but they choose to spare even the trite resources of producing a soldier from a normal human would take and just use normal humans instead.
