Well the Grunts in the Swords of Sangheilios have the roles as Farmers and are treated equally, in the military Grunts can be commanders over the elites they are assigned to command

Most of the other Sanghieli factions that refused to join Thel Vadam did so precisely because the Arbiter was working with the humans.

Besides, it was the same in Halo 3, the only other instance you aren't fighting against them, when not engaged in combat. That was all mission context, same as this. I do not presume to know each and every one of my brethren's intentions, but my guess is that they wish to sound intimidating to any humans present in order to assert fear and dominance, thus the brutish voice. There are plenty, especially the Arbiter and myself, who find this ridiculous and undignified.
