Well the Grunts in the Swords of Sangheilios have the roles as Farmers and are treated equally, in the military Grunts can be commanders over the elites they are assigned to command

Most of the other Sanghieli factions that refused to join Thel Vadam did so precisely because the Arbiter was working with the humans.

Besides, it was the same in Halo 3, the only other instance you aren't fighting against them, when not engaged in combat. That was all mission context, same as this. To try and warp his voice and bring it down to the gutteral growls of the other Elites would piss off a lot of fans, change the established character of the Arbiter, and compromise his air of regal nobility.
