make sure block of water is just a brush not a func_water_analog. and see what happens

I can't get water to refract correctly. just seems like there isn't water until anything gets deep enough where it gets darker and only then refracts properly, making any scene where water must be there, look bad.

I have no leaks, I have the entety far water, it has water texture, the map is sorounded with skyboxes, all other sides are nodraw and there is still no water. are props alowed in water because I want water in dhe sewers and in there I put a fence. HELP PLEASE
