The owner would have to sue these guys including jean claude and depending on where they are jean claude could easily have his case thrown out for acting in self defense, leaving the burden on the agitators and obviously they aint paying. The best outcome for the owner would be jean claude losing a lawsuit and having to pay or him just paying because he feels guilty. Otherwise the owner would be paying for everything. Even if it was owned by the city they would still sue for the costs of repairs.
