The way Hard Man falls over is like that anime trope when characters fall over whenever another character says something so mindbogglingly stupid. Ironically, his design is faithful to the games here like some of the other Robot Masters oddly are rather than being Americanized like the rest. Guessing it was sort of a rushed job with just sticking with the original designs rather than redesigning them to match the other characters.

If they made an episode featuring all the Robot Masters from MM3, I could see Mega Man fighting Hard Man with that cartoon’s interpretation of Magnet Man’s weapon. In that case, Mega Man uses it to lift Hard Man high off the ground, making him scream beg the Blue Bomber to put him down. Mega Man says “As you wish, Hard Head!” and deactivates the weapon, making his opponent fall on his head. Hard Man screams “NOT LIKE THAT!” just before he hits the ground, which dents in his head and deactivates him.
