rap when you hover over a building in the building menu it says "base heating 1" which means it needs to be closest to the generator, "base heating 2" means it can be In the first or second ring of buildings. The Hunters tent is "base heating 2" which means it needs to be in the 1st or 2nd ring.

I'm guessing the storyline revolves around the last small Ice Age (not "climate change", also ever noticed they are not talking about global warming anymore but "climate change"?) that ocurred around the 1850's

Well it does have to do with the change of the climate due to the sun dimming, or at least it alludes to in the story so far. Who knows, it could change with later missions.
