The designation can be removed formally by another Royal warrant issued as an Order in Council of the Privy Council but the non-use of the style is effectively the same thing. If it is agreed that the style HRH is not used by the Duke and Duchess of Sussex and it is not used in the Court Circular as gazetted in London then they are not HRH. It is as simple as that.
