This is a send-up of British 1930 short film documentaries, known as newsreels. Enfield is sending-up the cultural attitudes of the male upper middle classes British who ran media during this 1930s period. Discussed in this series of shorts by Enfield are the cultural attitudes to women, the working classes and the taboo subject of sex. And yes British humour is different and not always obvious.

Around 1940/50's there were British Information Films that covered all sorts of guidance to the public. This is a parody of those and of Britain's attitude towards sex at the time.
