Joel, the accent is White South African. Specifically, ‘Boer/Afrikans’, which is Dutch accented English. Many White South African professional can to live in the UK, after the end of Apartheid in 1991. They were previously part of the British Empire, and South Africa remains part of the Commonwealth of Nations. This Chemist character of Harry Enfield is supposed to be one on them. Boers/Afrikans are noted for their ‘directness’ and being ‘unfiltered’ in saying what they think. Even more so then the Australians. Which is the premise of these comedy sketched. No. It's a caricature of an Afrikaans accent, largely accurate, though. "Boer" was a thing in the 19th century. I know it's difficult for someone from neither language group to grasp the difference, but a Dutch accent is completely different. The Dutch are more numerous than Afrikaners, so it's very likely that you've actually heard Dutch people speak. They don't sound like that.

Deffo a Saffa accent - I lived there for 27 years, and can do a pretty good one myself. @JP - comedian's name is pronounced Harry ENN-field (N-field), rather than EinfieldArnfield. Enfield is also a town close to London, and a well known army rifle (Lee Enfield .303, just called an Enfield) Harry Enfield has used the same accent for a different character, the dumb jock fitness instructor. Enfield's collaborations with Paul Whitehouse are legendary. See the series Harry and Paul.
