No because J&K is no longer a state. It was broken into 2 UTs, and together they have the same no. of constituency as the original state did. If, for example, Ladakh was made into a UT but J&K was kept as a state, then you could have argued about the illegality of constituency no. dropped from 6 to 5. But since they are both UTs and total no. of constituency remains same, it is not illegal or unconstitutional.
