Indian government increased its budget for isro last year but currently due to the increase in defense budget they cannot expand any further in isro's budget and isro has many big test following the prototype of unmanned reentry vehicle and other planetary satellite missions so the budget is tight for now

yeah! that's correct! the weight of RTGs are heavier, so possible to fit in the rover. And on top that, ISRO managed to fulfil the objectives which they have stated. So, long story short, although ISRO has to attain a lot, but this mission is DEFINTELY not a failure and will provide lot of reference points to other space missions.

Chandrayaan 3 was designed for 14 days only... It is very much successful project. I read one article, that temp will go upto -200 degrees when sunlight is not there on the moon. This project was made for 14 days only. ISRO team was hopeful that Chandrayaan 3 may turn on but they never ever said that it will operate again.

Chandrayan 3 landed 319 km. away from South Pole. For a small planet like moon the distance is substantial and landing spot can't be termed as "South pole" or even near about. Btw, even Russian Luna 25 (which unfortunately crashed) had that radio isotope aided heater fitted to its Rover. It appears to be a standard fitment and ISRO missed it due to oversight.

they found several core gases in the atmosphere + a major findings was that the temperatures after a certain depth decreased rapidly, indicating presence of frozen water beneath the surface. Also, the temperature of the atmosphere was also recorded

See Gaurav , It's not that we do not have Have the capabilities to install the radio isotope heating unit but the scientist Just did not wanted to change the main actual basic structure of the Lander . Because if they change the internal structure then they have to again pass it through another vigorous research and test process , this is the basic answer to this question and Moreover this was a failure based mission so that is also a reason for this....
