During the partition time, Jammu and Kashmir was a princely state meaning that it didn't had direct control of the brits. The ruler was given a choice to join India or Pakistan or be an independent country, the ruler decided to be independent. But having a majority Muslim Pakistan wanted it. So, the send a tribal gang to invade it and the ruler was not able to stop then and dicided to take help from India but the PM said to first join India then he agreed.
