I don’t think the first Kata Guruma he fell was wazari however the second one was very close to Ippon. Hashimoto rolls from one shoulder to basically the other so his whole back touches the tatami. The only argument preventing an Ippon would be not enough force or to much of a stop during the technique, but I think that’s something really subjective and there have been enough Ippons given for similar techniques.
