it looks like he's there to watch the PA equipment and also to stop people from stage-diving onto the side-audience right next to him, you can see him kind of blocking people from jumping that way and directing them towards the center crowd. there's no sidestage here so it just drops off and I'm assuming it's people who don't want to be in the chaos and are just trying to chill and watch.

I've seen that dude do security/doors/bouncer duty at punk/hardcore/metal shows in Rhode Island for almost a decade, dude is just deadpan and stern all the time, just a part of his personality
