While it's true that he was from the planet Vulcan, not the Vega system, all inhabitants of the planet Vulcan, or collectively - Vulcans, in the era Spock was alive are also vegans. After the enlightenment brought about by Surak and the development of the IDIC philosophy and the Kohlinar discipline the species cease to eat meat. In the episode "All Our Yesterdays," when he is trapped in the distant past (about 5,000 years prior) on the planet Sarpeidon, he eats meat for survival, but it's hardly his fault as his ancestors of that time period have yet to give up that "barbarism" as they put it. So I suppose for a time, he was a cheatin' vegan. ;)
