I would Think they would be annual inspections by HECO on really old system like downtown China town to see if they should be replaced by new cable systems. That also go for old above cable systems that needs replacement that could cause fires.

This tech has existed for decades repairs and scheduled upgrades for aging equipment and transmission infrastructure should be a no brainer; instead of just worrying about shareholder payouts
