No no. Alastor was a human, not born in Hell like Charlie, and not a fallen angel like Lucifer either. If you're wondering, Lucifer was once the God of Pride in heavens but after betraying Jesus, he was banished from heavens and descended down to hell, which made him a fallen angel and the ruler of Hell; aka God of Wrath. Satan is another name for Lucifer. And yes, our Lucifer in Hazbin Hotel here is that fallen angel I mentioned. So, there's no way Alastor could be relate to Lucifer or Charlie.
