I didn't expect to wake up to an amber alert on my phone so I went over to the HD Radio and captured what is not seen in NH Very often

Sangean HDR-14. Usually go for about $80 on amazon but there's a good limited time deal for under $70 rn. It also has Health Alert, Weather Alert, Fire Alert, Rescue Alert, and more

How do these radios get the alert with no eas headers?

It's a separate system on the FM transmitter that activates HD Radios (Usually just before the actual headers and can sometimes activate after the alert is done). Not all HD Transmitters activate HD radios unfortunately.
