You can go straight to HDMI to RF. I have that version of a modulator. It's blue on Amazon. It also has custom channels on it. Channel 8 and Channel 61 is the strongest signal for me. No static at all. Channel 3 and 4 are weak signals with static.

By converting HDMI to AV first you are eliminating the HD input. This will result in poor picture quality.

HDMI TO AV are garbage. Mist be with built in Menu that can stretch aspect ratio like HDMI TO RF (Channel 3 or EU channel 4 - NTSC-M, PAL-BG,I,DK) and also HDMI TO VGA and VGA TO VIDEO (NTSC-M, PAL-M, NTSC-J, PAL-Nc, PAL) VGA TO VIDEO stretched aspect ratios but HDMI2AV, don’t .
