Since so many people say the movie is bad , it is based on a book with the same name and it skips over some important parts of the story but its understandable since in the book the "attack" wasn't just an attack, but something even worse i cant comment her that makes Toms reasoning for trying to end the gang members. The way the phone merges with his head is also different, i mean it also makes no sense but in the book the phone fell from the balkony of Lucys appartment during the attack and hit him while he was on his way to visit his friend Lucy. And at the end he only blows up Ellmans phone by sending thousands of messages to his phone. And yes most of the story still sounds whack but it is more centered about how "damaged" Lucy was from the attack and not Tom hunting down and fighting the criminals.

The only way I could think of that he could control devices and see signals is if his accident caused his brain to be able to control/interfere with electromagnetic fields/signals due to the phone parts in his brain. It would be more of an amplifier if anything because our brains can already do this on a small scale so the phone is just a way to use the electromagnetic field. This would all mean that if instead of getting rid of his powers he had continued to develop them which was shown to expand the range like how he was able to control helicopters later but not earlier, he would not only be able to control satellites but his brain would only process faster and faster maybe only peaking after a certain point anyway. It's extremely possible with what is shown that he would be able to control metal.
