The point is there are no restrictions on flying a drone of that size. Unless the are no fly zones, near airports, ... The drone pilot will do their due diligence on that with the app. Which shows real time restrictions

flying drones in certain areas deems you need a license, the drones are also akin to licensing. They are checking whether he has a license.
