Embossing powder is available at a craft store. You stamp with a fluid that you pour the powder onto and then heat it so it makes the fluid stay puffed up. You could use all kinds of colors. Often used in card making.

That cosco stool is awesome, my great aunt had two of those, one was cosco just like the one you found the other was made of wood and worked on the same principle using a dowel (I always called the wooden one as mine). I would stay with her after school and during the summer and that was always my chair at the table, when she passed I bought my stool at the estate sale and still have it in my kitchen today.
