Ok. So let me just clarify. Jay-z was selling albums before the internet was a thing. If you look at his come up his peers were all legendary in their prime in which i call the peak of hip hop. He stayed consistent with longevity. Eminem lyrical, but he is a horrible song writer. People keep bringing up Eminem verse on Renegade, but it's sad that the only notable feature he has plus Eminem catalog is trash. Jay-z lowkey carried hip hop on his back. Also Jay-z sold physical CD while Kendrick and Drake had the advantage of internet, streaming, social media. Jay-z had none of that. Jay-z album the blueprint went number 1 the week of 9/11 when the towers fell. As in when 9/11 happened people still went out to buy the blueprint. The problem is people who speak against Jay-z not even old enough to have a opinion on hip hop or even know hip hop. Anybody who says it's probably because he was a billionaire probably didn't witness him coming up.

Longevity and consistency. He's been able to rap, at the very least, a decent level for every era of the game since he came out. Some people in their prime were bigger than him, like DMX. Non have really lasted as long and been relevant to so many eras though. He also just raps really well. Above a certain skill level this is all just preference at the end of the day.

He was the rapper to invent conscious rap and changed the whole rap game influencing every “GOAT” rapper you hear today & can beat Eminem in a true Hip Hop Battle as Eminem has never even competed in one. On top of that Eminem has a bigger catalog and Mel is more influential than that whole catalog with just one song.
