Because some people only got a "Plan A", which works enough against enough players for not having to much thought about it (Hello, Luke players :-D). Some people have top-notch execution, but nearly not any sense of improvisation, I see that all day, I main a crappy E. Honda, I'm a lazy old player, and I beat people way above my level, just because they've got that one routine which can kill you in two interactions, great execution, great conversions etc... but they're dead if you figure them out, because they have no "Plan B", they try again and again the same thing, without taking a second to think like "well, what's happening there, what can I do to surprise him ?".

Late reply but you get extra juggles when hitting an airborne opponent if they've done some kind of air movement action. For example, wall-jumps, dhalsim float, or Oro double jump.

Here's some top E. Honda players, google their names alongside "SFV E. Honda" : BacchusOptime, of course. NoNeedToTalk, a brazilian player if I'm correct. ProblemX used to play him a lot, before switching to Alex, you'll probably find some videos on KZbin. Aczei, a japanese player, probably the strongest Honda in the world. Daigo likes to mess around with Honda once in a while, check his replays ;-) I'm pretty sure that if V-Shift hadn't ruined Honda at pro-level, ProblemX and Daigo would be using him often in competitions, Daigo really seems to have a fondness for Honda, he's always having fun when he plays him.
