I don't think changing fuses will fix the issue with the cooling fan. Check the ground for the cooling fan, check the cooling fan itself, and also check the IAC valve. It might be dirty. The ground is on the crossmember under the radiator, you will see lots of other black wires coming from it too - remove the bolt and use a wire brush or sandpaper until you see shiny metal. The cooling fan should also come on when you turn the AC on.
