Very Informative. Even I have the same issue. Right ear has Profound hearing loss 103 DBHL (PTA) and Left one is at 26 dBHL (PTA). Still wont be able to get that hearing disability certificate. In my opinion irreversible or permanent type of hearing loss should be considered while calculating disability percentage. You should consult with an ENT specialist at Government District hospital near you for more details.

Pure tone average at 500, 1000, 2000 and 4000 Hz should be above 60dB in both ears to be eligible for 40% disability. In case of doubt ENT specialist can ask you for BERA test also for cross checking.

Moderately severe means hearing loss between 56 dB to 70 dB. Moderate hearing loss means between 41 dB to 55 dB range. For getting disability certificate hearing loss should be above 60 dB in both ears. So, people with moderate degree of hearing loss are not eligible for disability certificate.

With pure tone average of 60dB & 70dB, disability percentage will be around 42%. But, BERA doesn’t give frequency related hearing threshold, so better correlate with pure tone audiometry report also before calculating disability percentage.
