Anyways, both in and out of Kaiserreich, it's less of the creation of a metaphorical, or literal Israel in Madagascar In Kaiserreich it's more of an easter egg, although Germany in KR has a very tame level of antisemitism due to the fact that the victory in the Weltkrieg means that the "Stab-in-the-Back" Theory never really came into existence. Nobody can be blamed for losing the Weltkrieg, because the Weltkrieg was never lost. The option to settle them in the colonies in KR represents a desire to incorporate more population into the colonies, so as to increase productivity, and lessen the cracks in the Empire caused by Black Monday. IRL it depends on what group was orchestrating a resettlement initiative. France's idea was a genuine concept of refugee resettlement that was more pragmatic than moral. Britain's initiative was similar. Japan also had a similar approach to US internment camps for theoretical Jewish populations they might come into control of as a result of a presumed victory. Poland's plan was based off of the Swiss concept of internal redoubts wherein vulnerable populations could be sheltered in secret alongside military forces in hiding. The Madagascar Plan was the proto-Final Solution. It was a concept that stated that one million Jews a year would be pumped into Madagascar post Compiegne, with only a few thousand being realistically able to have human accomodations. The idea was that as many as possible would die from the elements. The rest would live under a quasi-state run by the SS. The idea was to literally turn the island into an uninhabitable ghetto where they "optimistically" projected around 500-1200 Jews would survive in squalor under the SS, whereas the other 999 thousand would die annually. "Optimistically" leaving a rough global Jewish population of about 1500. Madagascar was the "tame" ancestor to dropping the pretense of "resettlement." It was a gateway mechanism meant to make it easier to accept what was planned to be done on a global scale when such "humanitarian" efforts became completely impossible. It was essentially the "blank bullet" given to one of the executioners in a firing squad. You can psychologically tell yourself it's not murder and inhumane if they're dying of the elements on a disease-ridden tropical island and not bullets or gas.

It would be good if you sent volunteers to America to eliminate directly the Communist and help put in power the Union so later on they could support you in future wars, either with some resouerses or by being allies in war. Also to gain more XP for your commanders and troops, and even for the army experience points for future division planning. Try doing the same when the war in the Balkans erupts, fore the same reasons as before, and in any small conflict before the WW2 starts. If you are planning to take later on the Entente try intervining in India, so the Dominion either stalls their conquest of India or so you out right take them out of the game (using Volunteers), helping even the cimmunist is a good idea, being their los existin propencity to join the French Commune in the WW2 against you.
