Why not just lower the sails? Would that not have the same effect?

Lowering the sails is a lot of work. Mastering heaving to is a great way to instantly stop for a pause to take a break. Plus, the sail reduces rocking motion and creates a slick on the windward side which diminishes any waves making it a more peaceful maneuver.
