Former midwesterner here. Have been in Atlanta for 33 years. A "dusting" here paralyzes the metro for a day. Everything closes. Good thing, because people don't know how to drive in this stuff, and the roads are winding and hilly. That doesn't help. I will say that they're doing a better job of salting and plowing than they did when I first moved here. Google "snowpocalypse".
