I think the reason why he went to the Chief was also because like he said earlier, they are not allowed to leave, if they do or tried to, they will be hunted down so the only way/chance he has to leave while keeping his wife safe would be to get permission (which obviously would never work, especially since hes also a wanted criminal for being an assassin). He just wanted to live a normal life with his wife like how she is trying to live a normal life despite her circumstances. But this also does basically take place during the Edo period or somewhere near that so views on women is the usual housewife stuff I would assume

I’m probably mistaken for feeling this way, but the “paradise” gives me HEAVY Annihilation vibes. The way it’s some other realm essentially, and the people come back half as flowers. Really excited to learn more about it
