Hell, they should've put entire skin under one plan, instead of 4, I feel like they are just doing it to make people grind on the game, kinda sad but I understand they need players to play it after all

It’s a reward from the treat bags in the Spooky Scorched Event. Each piece (arms, legs, torso, helmet) is a separate plan you have to learn to craft the skin on any power armor.

Personally I think fallout 76 is garbage but the power armor collection is beautiful like the excavator PA or Advanced PA
