Even though Herc is dumb as a rock usually, it seems like he is talking crap to the dude. The guy doesn't get Herc is messing with him, so he answers sincerely. Apart from showing the cops character or how bored they are, it could be also be a way to show the police and dealers failure to communicate and understand eachother. That'd be my guess anyway.
