The questions have to be given in writing in advance addressed to specific ministers. The answers are prepared by the bureaucracy after seeing relevant files and given to the ministers concerned. The reply then becomes the ministers reply and is laid on the floor of the house. So this is not an individual minister replying but the whole government replying to the question. This is the procedure, though an individual minister can say what he likes even if it exposes his party government of an impropriety. But then he will be sacked by his prime minister. He will land on his butt.

I don't think that it's limited to Canada. I think that this sort of evasive responding to direct questions seems very common to all democracies. Now, I understand that there are times when a government shouldn't answer important questions publically, but it seems to me that governments seem to fall into the habit of answering all questions this way, even questions that are entirely legitimate for the public to be aware of. I think that many politicians care more about their personal and party's image than they do about the people's right to get honest, direct answers on questions that should be in the public domain.
