The questions have to be given in writing in advance addressed to specific ministers. The answers are prepared by the bureaucracy after seeing relevant files and given to the ministers concerned. The reply then becomes the ministers reply and is laid on the floor of the house. So this is not an individual minister replying but the whole government replying to the question. This is the procedure, though an individual minister can say what he likes even if it exposes his party government of an impropriety. But then he will be sacked by his prime minister. He will land on his butt.

I wouldn't say that, because forcing somebody to answer only one way, is very often an easy way to trap them. But it does make her look extremely stupid and stubborn to not even attempt it. "Mister speaker, please allow me to throw a bunch of words out, that don't answer his question in the least". You can see with such people, how wanting them to answer only one of two ways, just probably forces this sort of nonsense. I would question whether just asking the question ordinarily wouldn't work better, but then I'm sure such people are used to answering the very same way regardless of how the question is asked. IOW, just make some statement vaguely having to do with the subject, as if a question was never asked.
