There is no nerve endings there. That’s actually how you’re supposed to hold a dog. Dogs don’t have the same type of shoulder joints that humans do, so you can injure a dog if you hold it like you would a baby. Look up videos of momma dogs picking up their babies. It literally biting onto the back of its neck to pick them up. That’s how they were designed to be held.

Vets recommend holding any puppies or kittens like you would any cat or dog. Also, that puppy is far to large to hold that way. It's not "an aggressive thing" (and theories about "dominance" with pets are usually bogus), cats will usually calm down very quickly if you pull on their scruff, you just shouldn't do it because they become to large for that small area of skin to support their weight. You could hurt them if you try it.
