Oopsie... something is seriously faulty with that elevator. Critical safety circuit is bypassed. Is it still in service? Can’t imagine it passing any periodic safety audits with this malfunctioning interlock. Oh dear.....

If the interlock system was working properly, the elevator would not have moved with the landing doors open on any level. The interlock has a roller switch which engages the circuit when the doors are closed, disengages when open. There are wired in series any open door breaks the connection. Faulty interlock put the elevator "reg tagged" till it is serviced.

The 1st floor landing door probably had a broken interlock.

Was this a department store? And that's not good how they bypassed the 1st floor interlock!

Also suggests the mechanical interlock which prevents the landing doors from being opened unless the elevator car is on the landing is malfunctioning. Might explain why the elevator could be operated with the doors opened, on the 1st floor. That elevator needs to be "gone over" a definite safety hazard.

This beauty here is definitely not safe and it is definitely not up to modern codes. They're supposed to be an interlock on the exterior door. And that thing should not have been able to open unless the car is on the floor
