I like to think Villain needed a henchman and happened to find Philip randomly and just hired him then unofficially adopted him. And Connor was some 20 year old who never grew out of his hero phase and Hero was like “c’mon you can be my sidekick” not expecting it to last but now Villains emotionally attached to Connor and Hero’s emotionally attached to Philip, beyond just work environment.
