Absolutely! Why is it every time there is a bad interaction by cops the Body Camera is mysteriously turned off, or didn't record at that time for some reason. Signs of a corrupt department that needs to be investigated for human and constitutional rights violations.

I have been a cop in Arizona for almost 5 decades and I thought I have seen everything...until this. A highway patrol trooper in Flagstaff Arizona stopped a car in the freeway and called another officer to help him with this car that had "illegals from Puerto Rico" the officer responding was from Puerto Rico and rather gruffly told the other officer that they were American and hinted at how dumb he was.

I'm from Alaska and I've been asked to provide my green card information during multiple job orientations. One HR manager looked like she was gonna have a heart attack when I told her I don't have a green card until she finally realized Alaska is a state. A former boss once complimented me for picking up English so quickly. It is truly absurd how far people can go in life without a basic grasp of their own country's geography and history.

My wife is a Yupik and we moved to the States from Alaska 57 years ago,A department store clerk was checking the wife out at the counter, she asked the wife where are you from, just we thought chit chat.The wife said Alaska.The clerk replied in a bad accent you speak English pretty well.

Okay, at least with Puerto Rico and Guam it kind of makes sense because the fact that the US still has colonies goes largely unmentioned in the average history class. Not knowing about Alaska is something else entirely.

My ex-GF was from Puerto Rico. She worked in the medical research field. Because of PR's tough liability and tort laws in the 90s, the island was a center for medical research (it was hard to sue the pharma companies if something went wrong). So my then-GF and her boss were going to go down there. The Boss REPEATEDLY asked my GF about needing a passport, and my GF kept insisting that PR was part of the United States, and that US citizens don't need passports to go there. Every time my GF said this, her boss would say "okkkkkkaaaaayyy" (as in "I don't believe you'). She also asked my GF a dozen times if she was 100% SURE she could use US currency down there, and not exchange it for "Puerto Rican pesos" (which aren't a thing). I should mention The Boss had a master's degree in biology... which apparently doesn't make you smart.

Then there is the one about using a credit card , VISA from a bank in Puerto Rico.This happened to me in Wichita ,Kansas at a Walmart.They needed to figure out how to call the bank in Spain. I handed them a American Express card and problem solved, was on a training and did not have time to waste.

I agree completely. I posted to the KZbin video about this incident that very sentiment. Also the police officer. I served in the military with men from Puerto Rico and can't believe people in the U.S. don't know their own countrymen.

I've rented from Hertz and I've bought food from McDonald's. I'm reasonably certain the quality of training for a McDonald's counterperson is vastly superior to the training of a Hertz counterperson.

I have a tale about renting from Hertz called "The Five Rental Cars." Long story short: 2 week rental. 1st car had a registration expiring in 3 days. 2nd car's hatch wouldn't unlock (I had "how to unlock a car" explained to me 15 times before they admitted it was broken & replaced the car). 3rd car's alarm went off and wouldn't stop. 4th car's check engine light came on & they tried to tell me to ignore it. Fifth car got me home again. Every person I dealt with was nearly impossible. Never rent from Hertz.

I live eight blocks from the White House, have been an elected official and have government credentials. Upon entering the security line at San Francisco Airport (SFO), the TSA agent asked me for my passport because my driver's license said District of Columbia and Columbia - she said - was a foreign country and so I needed a passport. We had to get a supervisor to clear up the fact that the District of Columbia - the nation;s capital - is part of the United States.

You're correct that schools don't teach geography anymore, but not because teachers don't want to. It's because school boards decide what teachers can teach, and the boards and the government have decided that teaching students how to take multiple-choice tests takes precedence.

Any time a police officer turns off a body cam, courts should be required to accept whatever the victim says happened as fact. Seriously, what is the point of a body cam if it can just be turned off when the officer does not want to be recorded?

One problem with that is telling the difference between an officer turning one off and it running out of battery or other failure like overheating. Though it would be possible to make a bodycam that records things like that too.

@@TheAkashicTraveller It really wouldn't be that hard to build in auditing features into the device that would allow an examiner to determine the cause for shutdown. In fact, I'd be surprised if they didn't already have that feature, if only for the manufacturer to run diagnostics.

My mom is from Puerto Rico. I was told of a story about my step-grandfather who served in WWII in the European theater. At one time, he was separated from the rest of the Puerto Rican platoon and found himself around other U.S. GI's. Because he didn't speak English, he was suspected to be a spy, arrested, and spent several days in a POW camp until they could verify his identity. After his relief, he rejoined his platoon, where he served our country with honor.

At first I thought it was reasonable to be suscipicous of someone speaking Spanish who can't speak English in a war zone when Spain was a Nazi lapdog, but then I thought about it some more. Who sends a spy that can't even speak the language? Ah yes, he was there to steal all of that secret information that he couldn't understand in the first place.

This story reminds me of the news story at the time of people in New Mexico calling Atlanta for tickets for the 1996 Summer Olympics. They were being told to call another number by those staffing the phones since they only handled ticket sales domestically. Fortunately I had a solid K-12 education where we learned about all the states and territories for the U.S. This included the Federal District that is D.C., Commonwealths (Puerto Rico, Northern Marianas Islands) and regular Territories (Guam, U.S. Virgin Islands, etc.). Clearly the news that in 1898 Puerto Rico became affiliated with the U.S. as a Commonwealth still hasn't made it through the inter-departmental mail system at Hertz. Nice job Hertz!!

This doesn't surprise me at all. I was born in Guam. You would be amazed at how many people ask me if it was hard to get a green card/citizenship. When I was applying for financial aid for college I had someone assisting me. She saw that I put Guam down for where I was born and kept insisting that I needed additional documents since I wasn't born in the U.S. Eventually we were able to contact someone else who explained that Guam was part of the U.S. and should be treated exactly the same as if I had been born in Puerto Rico. Ultimately it shouldn't have mattered, even if I was born in a foreign country, as both parents were American and I was born on a U.S. military base. On the other hand, when we first came to the states my mother got pulled over for speeding. The police officer was so confused by her Guam drivers license that he just let her go after 10 minutes of not being able to figure it out. So it came in handy for her at least once.

This has to be in your top ten stories. Not only didn’t the hertz employee not know that Puerto Ricans are citizens, but the cops threatened him with deportation. Unbelievable. The poor guy had to wonder what airport he actually arrived at or if there was a glitch in the matrix.

When I came back to the US from our base in the Middle East, I had idiots threaten to have me deported. I then looked at the creature with contempt and asked in my finest South Philly accent, "To where, South Philly, jack-off?!". Universally, they wandered off before I could bite the other cheek. While I remarked loudly how the idiot wanted to deport me back to the very city our Constitution was written in to witnesses. Suffice it to say, there was much mirth. @peedee the US actually did deport its own citizens before. In fact there was a case over a decade which a man got deported because he didn't know who he was and was also homeless at the time, so he got sent to one country, then that country deported him, etc. Eventually it was figured out the man was a US citizen and was able to contact a relative to get him home.

Congress has been holding up Puerto Rican statehood for over a decade. It may not help the ignorance, should they vote in favour of statehood, but the feds should at least hold a vote and let Puerto Ricans know where they officially stand in Washington. It's all rather embarrassing to just ignore their pleas.

Back when the Olympics were in Atlanta, there was a legendary recording of people from New Mexico calling the ticket sales call center to buy tickets. They were told that they would need to get tickets through a sales facility in their own country, as only US citizens could buy tickets through the call center. They eventually asked for a supervisor who confirmed that residents of Mexico were not allowed to buy tickets through the call center. When the customer stressed that they were from NEW Mexico, the supervisor responded "New or old, doesn't matter..."

This reminds me of an experience I had as a freshman in a New England (Maine) college. I was dancing at a "mixer" dance with a girl from Maine, and to make small conversation, she asked me "Where are you from?" I responded: "I'm from Mexico." She said: "Ah, so you're from up nawth". There is a town in Maine named Mexico. Nowadays, when someone asks me the same question, I tell them I'm from the South, the DEEP South, as in Mexico.

I am Puerto Rican and a US ARMY Veteran. I served this great nation for 35 years and a Police Officer here in Puerto Rico for 29 years. When I saw this for the first time, I was very infuriated. A great number of Americans do not know that we are also Americans, have been since 1917. Nevertheless I am a proud American and Puerto Rican, just like everyone else is proud of their states. God Bless America of better yet the United States. America is comprised of many countries.

As crazy as this sounds, I worked at a call center that takes part in ID theft protection and I had two coworkers who were from Puerto Rico. They got a lot of garbage because, "I demand to speak to somebody from America. An American Citizen!" My coworkers, "I am. I'm from Puerto Rico" and the customer, "Not that country! From America!" Edit: mind you, these are people who got an education and were high paying, highly respected jobs. We would Google their names and address, and we would find them on LinkedIn, Google, etc, people who were doctors, lawyers, and even dam government officials who sometimes didn't know that Puerto Rico is part of the U.S! You would be shocked how dumb people are who make a lot of money

After Puerto Rico was hit by Hurricane Maria in 2017 the polling firm Morning Consult did a poll of the rest of the US about Puerto Rico. Only 54% of the ~2200 polled knew Puerto Ricans were US citizens. Take one guess how support for aid dovetailed based on that, it isn't difficult. So this sort of thing never surprises me.

I worked call centers for 13 years, most recently for the fraud team of a high end retailers credit card. It was hard enough for me with no accent. Coworkers who came from India or south Africa had a hell of a time. I felt bad for them because everyone needs a job, but I also didn't understand because they were basically signing up for an extra layer of hell on top of call center hell.

I was born in Ohio, but moved to Puerto Rico for 19 years. One problem that made situations like this worse was the Puerto Rico driver's license from 20+ years ago was a piece of thick paper. It was not even laminated, and obviously could be easily altered. It was real but looked fake. Sometimes people were deigned cars even with a passport. That was changed way back then, and a few years ago they were bumped up to the Real ID standards of today.

Turning off your bodycam before completing a citizen interaction and returning to your vehicle or duty station should be a statutory offense, or at the very least should allow a presumption of wrongdoing on the part of the officer.

We have the concept of adverse inference exactly for situations like that. Courts need to start using it.

Steve, this man is not just any man to me. He was one of my high school classmates! Humberto was a phenomenal basketball for Colegio San Ignacio de Loyola, a Jesuit prep school in Puerto Rico which we attended and graduated from. It’s incredible the amount of ignorance not only at Hertz, but also in that jurisdiction’s police department. Wish you would have mentioned that Sonia Sotomayor, a judge in our own Supreme Court is Puerto Rican. Anyway, long time viewer, first time writer. I wholeheartedly enjoy your videos. I've read about people from the mainland US going to Hawaii and trying to exchange currency, as if Hawaii is a foreign country. The ignorance of the average US citizen about our own country is absurdly high. NPR had an online quiz (it's still there): Can you pass a US citizenship test? Only 1/3 of the people who took it passed!

A police officer turning off their bodycam should be treated exactly the same as an attempt to obstruct an investigation... or outright destruction of/tampering with evidence. Public Records-available write-up for the first offense. Second offense is termination from that department. Third offense is termination, and being banned from working in any police/security field again.

I believe that but what about bathroom breaks? They still need an on off switch, but any interaction should occur with the camera rolling or it doesn't exist.

@@rebeccaholcombe9043 They should have a button to heavily restrict snippets of footage to only certain people that can only access it within specific parameters and those have an individual code that gets logged whenever it is ever accessed. _Everything_ gets recorded though. Loopholes must be closed off! Giving officers an out in the process negates the intent behind why it is even necessary in the first place.

THEN is when you can blur out a face or mute when someone gives their personal identifying information (DOB, address, etc.). But the original record should remain unedited and uncut. Otherwise it is meaningless as evidence, and the person giving sworn testimony against the cop who turned off their issued recording device should win by default.

@@MonkeyJedi99 What I am talking about is an officer choosing that the next 5 minutes is a bathroom, personal time or whatever, but this is still recorded but also restricted. It is not deleted or anything like that. If there becomes a question of something may be on it of reasonable interest, that footage would be officially reviewed and ruled on. It can only be shielded as long as it is not potentially part of something under investigation. Officers should most definitely refrain from discussing _business,_ whilst dropping a deuce, lest it be deemed applicable and open to release. This is not selective editing nor truly editing at all. It would be linear, unless it is during the restricted timeframe and ruled irrelevant. Also, should the officer be conducting duty, whilst on doody, a transcript could be all that is necessary. I don't know how exactly it would or should specifically work but do know that officer should never be given a loophole. A privacy button is likely the best balance of this though. Chances are that 999 times out of 1000 nothing is on the record of particular importance and can be forgotten and disregarded, but that one time can be absolutely critical.

Aw heck Steve. That's nothing. I had a friend from New Mexico that tried to write to a check for something. The business refused because they said they didn't take "foreign checks". When pressed the manager of the business got involved said they would only accept checks from the USA, not Mexico. When I was in the Air Force and moving bases from Colorado to Alaska, I refused to get a military passport as I already had a normal passport, the Military Personnel Flight told me that I had to get one or I might be deported....from Alaska. She went up her chain trying to force me to get one, It went all of the way to her commander and I know this because I got an email from her commander to her, telling her to sign off on my paperwork.

We need to start a new thread about the incompetency of Air Force Support personnel. It would be a very long thread. Mine involved Supply refusing to buy HP-51CV - (edit: the correct model was HP-41CV, "Skank or You Can Call Me Maurice" was correct on that, see additional comments below) calculators for air crew. The specific model was mandated by HQ SAC because they were providing program chips (made for that calculator) for KC-135 weight and balance. A little more subtle than this, but equally stupid.

I'm a Canadian who moved to the US about 22 years ago. I was amazed by the geographic ignorance of the average American, even educated people in the IT field. I came to realize it's not that they are stupid, but that they don't care. If it's not the US, they don't care. If it's not their own state, they don't care. The education system and culture is so insular that for the most part if it's not about the US, and in many cases, their own little part of it, it just doesn't matter.

I worked at the Naval Postgraduate School in Monterey California and they have an international department and I knew the senior admin assistant. We met in the grocery store and I asked what was the latest country sending a student to our School. She replied and said Moldova, and I replied it was a former soviet republics on the under belly of Russia near the black sea. She was surprised I knew that. Another time I worked at the Armed Forces Staff college in Norfolk Va. We had a Student from the country of Turkey, so I asked how was every thing on the Anatolia Peninsula and he replied you know more about my country that most any American he has met. I am not widely traveled but I love travelogs. I have only been to Croatia, Bosnia Herzegovina, Bavaria, Mexico, Canada,. Have been in Airports in Paris, and the Netherlands. .

Sometime in the last 12-24 months I learned (from at least one KZbinr I feel (yeah… ;-)) is trustworthy) that a lot of US kids get taught, in school, that basically everything was invented in the US. They are not just willfully ignorant, they are also arrogant as hell. *Exceptions exist,* of course. This is of course talking about averages and general feel.

I believe you are correct. They don't care. If asked to point to any particular country on a map, I may not always get it spot on (especially Eastern Europe and Africa) but I can usually get the region. That said, world geography *and* geology interest me so I consider myself the odd one out. I don't recall ever having a geography class per se in school what little I recall was rolled into Social Studies somewhereabouts 6th grade.

I have a similar story. I was at a U.S. Embasy (I will not ID the time or location). Our group was part of a State Department funded project. We were invited to meet the ambasador. We sat down around a table, the Ambasador & Community Relations person came in. We were asked to introduce ourselves. We went around the table and my colleague introduced himself and said he was from Puerto Rico. The Ambassador responded. I thought people in this program needed to be U.S. citizens. The Community Relations persons had a surprised look on her face and quickly responded about Puerto Rico being part of the U.S. and moved on quickly My friend later commented that this was not unusual.

I was denied the right to vote in Collin County, Texas, using my Dept of Defense CAC (ID card) - definitely a valid government-issued ID. (My wife finally said, "Just use your driver's license. You're holding up the line!" So I used my Concealed Carry permit, which looks like a TX DL)

Surprised at this, since we have found the Collin County offices remarkably friendly, helpful, and competent. However, a poll worker (not a county employee) may not be fully informed. Would suggest reporting the experience to the county, because perhaps the instructions issued to poll workers might need an edit.

We lived in Costa Rica for a few years, and every time a Hurricane threatened Puerto Rica, we would get messages and Facebook posts from family telling us to be safe, and maybe we should evacuate! The most persistent of the family members was a high school teacher, so you can't blame it on lack of education. The number of stupid questions about living on an island was sometimes mind-boggling.

In my town we got pulled over by the cops I was driving and passenger was my girlfriend at the time whom was Puerto Rican. The cops swore UP AND DOWN, that her Puerto Rican ID meant she was in Tennessee Illegally. This is such a common misconception that is really stupid.

A pilot from my company was flying home from Chicago. He had switched into civilian clothes. He was from Alaska and still had a driver's license from there. At the TSA checkpoint he presented his driver's license to the screener. The screener looked at it for a few seconds then handed it back and said "I'm sorry sir, but I'll need to see your Alaska Passport". 🤦🤦🤦

I live in Boston, MA. We have an Italian enclave called the North End. One day I was called to Jury Duty, and the place to report was in (or near) the North End. My late husband's grandmother came from a prominent North End family. A notorious member of the Boston City Council was her nephew. I ended up sitting in a row of North End ladies. When I told them about my husband's grandmother, I was immediately accepted. In front of us was a row of Puerto Rican ladies. Sometimes there were two conversations going on, and sometimes the two groups were conversing with each other, until: One of the North End ladies opined that Puerto Rican people should "go back where they came from". I refrained from asking them when THEIR families had arrived in the US, but saw a whole row of backs stiffen, felt obliged to speak, and asked what citizenship they thought Puerto Ricans held. Not hearing a correct answer, I further asked what passport would a Puerto Rican need to make a business trip to (then still British) Hong Kong. When they couldn't answer that question either, I gave the answer: the USA, and saw a row of Puerto Rican backs relax. I was not put on a jury, but came home tired from battle.

My dad had an argument with United Airlines about if Puerto Rico counted as an international or domestic flight. They denied us check in saying we were late because Puerto Rico was an international flight. We were so confused. The customer service representative said it's both.

Back in the day, flying from NY to my country Dominican Republic was very expensive compared to flying to Puerto Rico eve3n though it's farther. The airlines always had these $99 round trip tickets to PR so if you had the time and didn;t mind the hassle, it was cheaper to fly to PR and then to DR than to catch a direct flight to the DR.

@@PalBatey almost half of the cost of a ticket to DR comes from taxes. The Dominican government is the one to blame. The Dominican government even charges its own citizens a $10 tourist fee. Prices for direct flights have become cheaper because of supply and demand. Puerto Rico being part of the USA doesn’t have crazy taxes and fees associated with the air fare.

That woman should absolutely get fired, as should that crooked cop. I really think it should not be possible for police to turn off their own body cams. I also think that anyone who does during and interaction should be punished with something like tampering of evidence. Seriously, that whole precinct needs it's head screwed on straight. I saw this happen back in the 90's when I was in college. I was in the return line at Costco in Orlando, FL. A woman infront of us was trying to cash a check from PR. The person at the counter and the manager thought PR was not in the US. Several other people in the line, and I tried to educate these people but they weren't having it. It's sad to think that in the age of the internet this still goes on.

A company when hiring has to assume an applicant has some knowledge. Sometimes that assumption is wrong. I have heard stories of federal workers who didnt know New Mexico was a state.

I am from Puerto Rico. A retired U.S Navy sailor. During my first tour in Jacksonville, FL I went to a local bank branch that was located on base to open an account. The young lady (teller) on duty told me that I could not open and account with the Banco Popular check that I provided her with due to being a check from Puerto Rico and that it was puerto rican money. I asked her to please get her manager and everything was rectified once her manager arrived. This was back in 1986. Comes to show you that unfortunately, that ignorance has always existed in this country. I've got so many stories when it comes to the situations that i have been through just for being puerto rican that I could write a book about them.

Our educational system is failing us. I cannot imagine if someone from Saipan tried to rent a car. (Saipan Guam and Tinian are part of the Northern Mariana Islands)

Guam is a separate US possession, not part of the Commonwealth of the Northern Marianas, as Saipan and Tinian are.

I've got one that parallels your $2 dollar bill story. This happened about 23-years ago, at a local Burger King. I was in the drive thru to order a quick breakfast, & I had some of those bronze $1 coins, with the Indian Woman on the face, that I wanted to spend. When I pulled up to the window, I handed the young girl my payment, including several of the $1 coins. She looked at the coins, & questioned their validity. I explained to her that they were legit $1 coins. Looking back, still unconvinced, she stepped away to consult her manager, who in-turn reiterated my statement. When she returned to the window with my food, I asked her if she would have accepted a $3 bill, with President Clinton's likeness? She simply said, "Well, at least he's the President"! Dumbfounded, & very frustrated, I took my food & left. I guess I was mistaken, in thinking people in this country had a foundational knowledge of reality. Very scary! :|

Thank you for mentioning New Mexico. That was my first thought at the beginning of your video. Way back in 1975, I got my first Air Force assignment to a base in New Mexico. My grandmother in Chicago was very proud of me for joining the Air Force and was very curious about whether they spoke English in New Mexico. It was difficult to keep from laughing out loud.

I had similar problems in the past when I gave my PR drivers license. The problem magically disappeared when I changed it over after moving. Though the problem still happened cuz I still have two last names and now I have had to change most things to have them hyphenated to avoid so many problems cuz so much of US based systems dont accept spaces in the last name sections.

We lived in Saipan for 6 years. When we moved back to the states, the state MVD would not just give us state driver's licenses. We had to take our driving tests again (after over a decade of driving). My husband had the interesting experience of having to parallel park in front of his grandmother's house, because that just happens to be where the tester told him to.

Your joke about Puerto Rico being real reminds me of an experience I had in Brazil. I met a woman who legitimately had thought that Canada, the US, places outside of Brazil were just fiction - that they were just places that existed on TV only. I was in the North of Brazil, in an area where the particularly poor could exist without leaving their neighbourhood and surrounding areas, and never meet a foreigner - so meeting me was quite the experience for her!

when I visited Thomas Jefferson's Monticello, the tour guided made change in $2.00 dollar bills. Jefferson is on the $2.00 dollar bill.

There's a guy from British Columbia (Canada) who drives down to the LA area several times a year. He drives exotic cars. He continually posts videos of being stopped by COPS, mostly for loud exhaust. Several of the COPS have either cited him or threatened to do so, for not having a California driver's license.

I would not be surprised. I'm fairly active on a science fiction fan forum with members from all over and it's very common to write "Georgia the country" or "Georgia the state" to differentiate.

When I went to my appointment to get my concealed carry permit, the lady asked me where i was born. I answered, "Guam." She looked at me funny, then asked me if i had brought my passport and I responded that I didn't and asked why. She says that because I was born outside of the US, I would have to bring in my passport. 😮 I looked at her and said, "Even though Guam is an American territory, just like Puerto Rico?" She had to go check with someone else because she didn't know if I was right. 🙄

It can be confusing as those born in the American Samoa are not US citizens but are US Nationals - essentially they cannot vote even if they move to any of the states. What is also confusing that is a US citizen moves to a foreign country he can still vote but if he moves to Guam or Puerto Rico he cannot.

@@okaro6595 not quite. I voted while in Qatar and other nations in the theater. I voted in my home state by mail. Something Trump wanted to eliminate, which would've stripped the right to vote to all deployed military.
