For those that don't know why 0 movespeed is funny, league's movespeed system essentially has threshholds which reduce the effectiveness of movespeed reducing effects. This essentially makes it impossible in a normal game to reduce anyone below 100-150 movespeed and also the reason why Nasus' 99% slow doesnt just stop you in place. For someone to reach 0 movespeed, the slow would have to be ridiculously huge. Like 1000000% slow or smth

Interesting question. I think it should not allow to exceed minimum. I think with 0 Attack Speed, your Attack would never finish, and with someone as Kalista, you are basically stunned forever if you attack once with Attack Speed that low. But maybe it actually can exceed the minimum...
