Thinking about the unpredictability of the US government, with its fairly consistently incompetent senior appointments and irresponsible senior permanent officials, what comes to mind is that aristocracies are inherently chaotic because they are organized crime. All oligarchies tend to instability, but the US's oligarchy is also an aristocracy, because it's a rentier oligarchy of lenders, landlords and monopolists, and rentiers can only grow their income by disrupting each other. They aren't motivated to invest in expanding production or improving productivity like industrial capitalists were, and there's only so far you can gouge the public into destitution before the income dries up, so they can only grow by attacking each other, just like organized crime does. That's part of what's driving the conflict in the US political system right now, with different monopolists trying to sabotage each other. Politics is reduced to theatre and professional wrestling because that's not where the real power is, after decades of selling off and hollowing out the state.
